Araly
North – Irrigation System-Operation and Maintenance
As a Sri Lankan, I am forced to write this letter to you
regarding the shortfall, maybe that prevails in the Jaffna man’s cultural
management capabilities. I have gone through the Araly North farmland (paddy
field), resources and the channel design and its maintenance routine and the
intrusion of power to build temples, which the Tamil man gives preference to
Macroeconomics and microeconomics. This is the reason why the Jaffna economy is
unable to prop up and every professional look to move to the South and then
overseas.
I have written about water resources, the Thondaimannar
catchment area and the possible expansion of the catchment. However, the
politicians think they know better than Sri Lankan professionals and intrude
into every project and want to politicise for their popularity. They are there
to approve funds only, and as far as knowledge is concerned, they know nothing,
which is my understanding. Nincompoops like Ananthi Sasitharan should not
intervene in technical areas.
I am submitting a few items for your executive and
governmental action. People do not expect you to do this, however, as a director,
it is your duty to oversee that works are maintained properly.
Araly North Countryside Farmland
I give below an aerial view of the Araly North farmland.
Within this view, you can see two temples being built. One has been renovated. The
view on the right side is the temple owned by T. Nadesan who is under
investigation for monetary fraud. This temple was built during Mahinda Rajapaksa's
period when he was the president. Rest is self-explanatory. What type of nincompoop will build a temple in
the middle of the paddy field?
Irrigation system and asset management
Functions of the Irrigation department as outlined in your
web site are as follows:
· Ensuring timely assistance of
irrigation department staff in providing sustainable irrigation, drainage,
Flood control and saltwater exclusion facilities.
· Crop diversification to high
income yielding intensive agriculture.
· Adoption of new appropriate
water-saving technology.
· Increasing the rate of
Groundwater recharge.
· Regulating agriculture
groundwater consumption.
· Protecting groundwater
resources from being exhausted or being polluted by seawater intrusion.
· Improving mobility to
facilitate recovery of underperforming schemes to their original designed
performance level.
· Improving the conditions of
the existing Irrigation, Drainage, Flood Control and Salt Water Exclusion Schemes
to the originally designed performance level.
· Promoting a Conducive Working
Environment to facilitate recovery of underperforming schemes to their original
designed performance level.
· Facilitating easy
accessibility to Irrigation, Drainage, Flood Control and Salt Water Exclusion
Schemes.
· Developing water resources to
be shared between the agriculture sector and other competitive sectors.
· Reclaiming inundated low lying
lands to be shared between the agriculture sector and other competitive
sectors.
· Protecting low lying lands
from floods to be shared between agriculture sector and other competitive
sectors.
· Reclaiming saltwater intruded
low lying lands to be shared between the agriculture sector and other
competitive sectors.
· Building implementing Capacity
of Irrigation Department.
· Vesting powers and
responsibilities to beneficiaries (FO) for participatory management in
Irrigation Schemes.
I am sure as a key department; you should have an asset
management system and the associated asset register for the equipment in
service. Channels designed and constructed with sluice gates should be
maintained which should have an asset number for identification. I like to
bring a channel in Araly North which has not been maintained. Weeds and shrubs
are grown in the channel. Please view the photos below:

The sluice gate or the culvert is not maintained properly as
shrubs have grown. How does the Irrigation department intend to manage flood
control and water distribution? The second culvert on the Araly North/South
Road has a sluice gate which has never been maintained. During the winter
season, the eastern side of the farmland (paddy field) gets flooded and most
crops are damaged.
Does the NPC Irrigation department perform an honest
distribution of water to the farmers?

Thirukumaran Nadesan of Araly North
This gentleman is from Kulani, Araly North. He is a Hindu
married to Mahinda Rajapaksa’s first cousin, daughter of George Rajapaksa. You

It has been a qualitative and quantitative procedure for
people in power and their associated kith and kin to become rich through
fraudulent activities. He is a typical example. His father used to go by bus to
work as a clerk in the 60s. During MR’s period, he built this temple and
modified his house etc. However, he did minor infrastructural development work.
What are his education and qualification?

Shortfalls
No wonder Sambanthar and Mavai are shouting for missing
persons, war crimes etc while their people are supposed to involve in financial
criminal activities. Tamils take a boat go to Canada etc and shout for Tamil Eelam.
They are incompetent to manage their activities. Ananthi Sasitharan is one
fraudulent politician. Is your department working closely with the University?
Professor Dr (Eng) Sivakumar Subramaniam is an expert in water
resources and management. May be your engineers should have close relationship
with the University and research into water resources management. You may have
programs of conference and seminars on water management in your department
inviting lecturers and Professors from the University of Vavuniya.
SriLankan
engineers misinterpreted the meaning of “Engineers”. Engineers are not expected
to sit in an air-conditioned office with four or five telephone and get lacks
of rupees as dowries. They have to visit sites and study.
What is the obligation of an engineer to the society?
