Open Letter to the President, Parliamentarians, and the Intellectuals in Sri Lanka who believes in Democracy, Unity, and Growth in Sri Lanka

The population in SriLanka have converted into zealots, extremists, dogmatists and radicals of language and religion and has allotted heavy foundation. Cognitive impairment may influence by language, religion, and racial mind cognition.

What is cognitive impairment? Quote: Cognitive impairment is when a person has trouble remembering, learning new things, concentrating, or making decisions that affect their everyday life.

It is a strong belief that some Sri Lankan politicians from the North, South and underdeveloped areas in Sri Lanka suffer from cognitive impairment. A person like Sambanthar, Senathirajah and elderly candidates may suffer from cognitive impairment. Cognitive impairment may also affect people who retired from the force. People from forces stemming from religion and ethnic belief may be affected by cognitive deficit/impairment. A typical example is Sarath Weerasekara; as this gentleman is always deep-rooted in ethnicity, Buddhism, and racism. 21st-century politicians’ goal is to serve the citizens and make the country grow in science, technology, and economics.

An excerpt from my book SriLanka Sovereignty democracy and terrorism.

Understanding the Concept of Democracy

In Greek cities, political power was inherited by several large aristocratic families, which controlled large areas in and around Athens. Quote: “Appointment to the supreme offices of state, went by birth and wealth; and they were held at first for life, and afterwards for a term of ten years”. (Ref: Athenian Constitution 3.1 The American School of Classical Studies at Athens-Athenian Agora Excavations)

Democracy can be traced back to classical Athens in the 6th century BC.

What is interesting is that, even in this 21st century, appointment to the offices of state, in the third world is made by birth and wealth. Politicians are chosen by birth and wealth. These are executed in the third world under the global glorified lingo, “Democracy”. SriLanka, and third-world countries are typical examples of birth and wealth aristocratic appointments to higher offices of the state.

The term “Democracy” has become ineffectual to the common mass, and the people are taken for a gallop under this lionised term, “Democracy”.

The literacy rate of the common mass in the third world may not be high. Even if the rate is high, the concentration and focus of the knowledge, may not be ample in political, social, and legal affairs. This is due to people selecting their profession or trade to generate high income.

The term “Democracy” means “rule, of the people, by the people, for the people”.  This means that citizens of a democracy govern their nation. The fundamental purpose(s) for which people institute a democratic government is the protection of people’s rights, and the promotion of their rights, welfare, and interests. Every citizen has the right to partake in the related political community’s government. Democracy encircles a number of structural elements in the framework.

What is required to understand the Concept of Democracy?

Perception

Quote: “Perception is an active mental act. It is a dynamic, dialectical conflict between the self-perspective transformation and external vectors of power bearing upon us. That which we perceive is a balance between these antagonists”. (Ref: Understanding Conflict and War: vol. 1: the dynamic psychological field, chapter 11, by R.J. Rummel)

Humans perceive different effects about the same state, as perceptions vary from person to person. People assign different meanings to what they perceive.

Although all human males are born with ≈1.5 kg of the brain, not all perceive the same thing in the same perspective, the same way.

Knowledge

Knowledge is defined as information, proofs, aptitudes, and proficiencies, acquired through involvement and practise, i.e., appreciation of the theoretical and practical training, and understanding of a subject or job. Subject to the person does not suffer from cognitive deficit/impairment.

History

If we browse the early 20th century, SWRD Bandaranaike was educated at Oxford University, and he was a debater and an orator. By birth, he was an Anglican Christian, and his mother was Daisy Ezline. It could be presumed that somewhere down the line he may have suffered a cognitive deficit and was drawn into racial politics, just to become the Prime Minister. This act may have been through external forces (illiterate Sinhala community) into the delirious mind of the weak SWRDB inflicted with the cognitive deficit and based on personality change or poor judgement.

Since UNP took over governing power, the country was peaceful, however, since SWRDB took over the quarrel started along with SJV Chelvanayagam (SJVC). SJVC was another politician who may have suffered from cognitive impairment as he had an inferiority complex against GG Ponnambalam, and the Sinhalas. SJVC had a shortfall in his perception with scanty planning and raising issues, not at the appropriate time.

Since Mahinda Rajapaksa was involved in serious politics, the country’s economy commenced declining. However, he managed to complete some projects with improper planning. E.g., Hambantota harbour, airport etc. There was serious opposition from the Southern illiterates to projects done in the North & East. Thanks to Mahinda R for invigorating the status of road networks in the North & East. However, it may be his cognitive impairment and the greediness for wealth with miscalculation have thrown him to get confused with power and wealth. His greediness extended to his circle of family (Rajapaksas). Today the country’s economic status has declined with insufficient dollar FOREX. An example of cognitive impairment, judgement, and personality change of the Rajapaksas could be given during the war against the Tamils between 2005 – 2009. The three-armed forces of SL carried out intensive killing and killing of child soldiers under 18. Whereas the current president HE Ranil Wickramasinghe exhibited his political maturity through his tactical approach and diplomatic move by implementing the Cease Fire Agreement (CFA) in 2002.

Root Cause of the bribery Performance.

A practice prevails in SL where the votes are purchased through mediators for the candidates. Politicians stress that they must earn the money spent for election (collaterals) only through bribery and corrupt practices. Politicians are to serve citizens and ensure they make the country grow rich in science, technology, and economics. Unfortunately, this is absent in SL. No one is interested in SL’s growth but assumes that SL can borrow money from IMF and countries that can afford to help. The main reason could be attributed to most politicians being inflicted with cognitive impairment and or cognitive deficit. Could this be the reason for inadequate knowledge and intelligence? Central Bank had significant interference by portfolios ordering the luxury purchases of what they needed irrespective of the FOREX position. The good act by RW is appointing a true Governor to the Central Bank. The current CB Governor is quite meticulous and watchful in directing and governing the management of cash flows.

Quote: Cognitive ability, sometimes referred to as general intelligence (g), is essential for human adaptation and survival. It includes the capacity to “reason, plan, solve problems, think abstractly, comprehend complex ideas, learn quickly, and learn from experience” (Plomin, 1999).

Further Syllogistic reasoning should be practised by Sri Lankan politicians.

Current Political state and Politicians

The Sri Lankan government has no ceiling on educational qualifications for members of parliamentary seat-seeking candidates. Approximately over 90 MPs are not qualified for GCE (O) Level in 2022. This is equivalent to year 10 in Australia. This is an acute shortfall in the entire forum where the members cannot think or understand intelligent conversations in the parliament. Bills, amendments, and planning may be directed in the negative direction with this forum. A solution is to introduce a Senate in the governance network. The constitution shall be amended to establish a SENATE with Senators to have a minimum qualification of the first degree in law, politics, or social sciences. The rest is self-explanatory.

The current Mayor of Jaffna Municipal Council Mr Manivannan should be considered a role model for politicians in Sri Lanka among the Tamil community. Maybe Mr. Manivannan shall be the next Chief Minister of the NPC. He has an aptitude for politics. He is quite tactical in his approach and diplomatic in his dealings with the community. People in the North shall seriously consider this option.

Comments about Sri Lanka:

Non-payment of electricity bills or any major corporation’s bill is the same as informal micro-enterprises. CEB should be appreciated for having disconnected consumers for not having to pay their bills.

Power Problems

As Tamils think, a separate country called “Tamil Eelam” is not feasible. This is based on Human and natural resources. The only possible option is the Provincial Council option like that of Cantons in Swiss. The councils may be empowered with Police, land, and judiciary powers for the region. North and East shall be merged, and the number of PCs shall be reduced to four or five only.

With Tamils taking boats it cannot be stressed that they will develop the region. Tamils have an eagerness to have everything free and do little, light work. Jaffna is a lagoon-like region, consisting of several islands. History will prove the development completed by Kings like Parackrama Bahu and the rowdy “Sangilian”.

All aged politicians shall be recommended to leave politics and bring in young ones like His Worship Mayor Manivannan. Maybe the aged ones could function as advisers if they have the knowledge and capability.

At this stage, all politicians shall give their support to the President, and not shout and snap like animals to grab power. Do they have the brains to run an empty country? People should not expect “magic”, but rather wait for the country to grow. Do not promote begging.

Hypothesis of election outcomes

The recent election results in the UK have made people in SL especially Tamils to mis pretend the direction of the citizens in the USA and UK that an African and an Indian has been elected President and PM which directs the world to assume the perception of the very same people.

Mr. Barack Obama (BO) was a patriotic American citizen, and he was loyal and focused on USA and he was determined to deliver positive and good results/products to the American people, which BO did deliver. Barack Obama’s birthplace or his parents does not bring important score for judgement for the Americans to vote for BO. BO had his own credits for the people to vote for him.

Recently Hon. Mr. Rishi Sunak, (RS) although his parents had India background, migrated to the UK from East Africa. RS has been educated at Oxford, Stanford and has an extraordinary knowledge in politics, economics, philosophy. RS has held various high-level position in the UK government.

Apart from being holding all these qualities in him RM is a highly patriotic, nationalistic, determined and focused to deliver the needs to the British people. RS is British, whoever who noises him Indian may be misdirecting the focus of the British and creating unnecessary chaos among the people. RS speaks excellent English, behaves British, writes as a British and lives British. RS is from the British Conservative party not from an Asian party. What else would the British expect. RS is far from racial, fundamentalistic, and xenophobic thoughts. It’s a good sign that Britain will rise again to show her Great Britain unity and colors. Let us not chatter about Singapore, Mauritius etc. that Tamils are ruling. We must look at the true situation and the practice of the country and how those leaders are leading the people in those countries.

Sri Lanka

Sri Lanka is basically a backward country with the citizens full of saturated racism, fundamentalism, regionalism and whatever they can preach to differentiate among the citizens. Sri Lankan citizens intelligence is like that of the cattle. When Chandrika Bandaranaike Kumaratunga (CBK) was the president, she decided to appoint a Tamil as the Prime Minister for SL, which was Lakshman Kadirgamar. However, the Tamils did not want that to happen. Quote from DBS Jeyaraj: August 12, 2005, was the day on which Lakshman Kadirgamar was killed by a sniper of the Liberation Tigers of Tamil Eelam (LTTE) concealed in the house of an unsuspecting neighbour.

Who is at fault now? The Tamils always wanted to blame the Sinhalese and never wanted a solution. It was an honour, admiration, and nobility for CBK to have proposed Kadirgamar to be the PM, however, the mentality of the Tamils in SL in always negative to blame others and not go for a positive solution.

When Rajiv Gandhi proposed the PC solution, V. Prabakaran, and uneducated armed leader of LTTE, challenged and refused to accept. He convinced the then Sri Lankan PM to assist with arms to fight the Indian troops which was a foolish thought and Indian government regretted to have walked in for a solution and left SL. This is a situation when foolish people lead political groups. Further the Indian PM Rajiv Gandhi was assassinated in Tamil Nadu which was a devastating, imprudent act by the LTTE. Still the Tamils are blaming India for no adverse and confrontational act by India. India has been helping the Tamils for donkeys’ years.

The vision and mission led their act finally to tragedy. LTTE has manufactured heavy weapons wasting significant amount of money and gold collected from people.

These weapons were manufactured and owned by the LTTE, Tamil group in Sri Lanka. Does anyone think whether any government will ignore the LTTE with such Weapons? Who manufactured these weapons? Who helped the LTTE to manufacture these weapons? Was there any inner secret by the entertainer in manufacturing? Do we think that the USA will tolerate such weapons in their backyard? What do we think the result will be? These weapons were not for luxury trips, but for mass killing. Most of the machine is for suicidal assaults. Sri Lankan Navy does not own any of such Submarine.

Native Sri Lankans

This letter may open the judgements of a significant number of politicians relative to the cockeyed politicians who can only see one side of the assessment. I viewed your visit to the Veddas community and had a conversation with the senior Vedda. It is a great accomplishment of visiting a Vedda community that has been neglected for 74 years. You must agree with me that the Vedda community looked after themselves with no government assistance of funding or any healthcare etc. My latest article quoted that the island belonged to the Vedda, Yakkas and the Naga community, however, all the Sinhala politicians addressed their kith and kin welfare but not that of the Vedda and the rest. Has GOSL appointed a Minister for Veddas health & welfare activities like that of some of the countries of the world? Has GOSL provided any social, welfare, education, economic, or industrial assistance, or healthcare facilities to the natives in SL? How about sports or recreation? They were left alone and looked after themselves, hunting and managing their life. For the last 74 years, SL gave no support to the natives. How about creating a ministry and minister for the affairs, rather than thinking to create a ministry for “Public Toilets”.? It’s disturbing and demoralizing to see the Sri Lankan act of treating the natives of their country. It’s infamy. This proves that SL is backwards.

Tamils think that the North belongs to them. Not at all. North belongs to the Nagas. Tamils came into the picture only after the 15th century. Nagas may have spoken Tamil, however, it’s not Tamil. It’s Archaic Tamil. Nagas have been treated low in society. Most of them have migrated out of the North.

To mention another community is the Muslim community. Muslims are quite an honest and just society and an asset to the island. They mind their own business and produce wealth for the state. Some corrupt politicians use Muslims for their illegal and criminal activities with collaterals. Otherwise, Muslims are quite an honest race.

Mr Sugadadasa & Premadasa

My father was a police officer. He knew the late Mr Sugadadasa and Mr Premadasa (RP) in the late 40s. Mr Premadasa was an effective and efficient politician who addressed the needs of the people. Just go back and study how Maligawatha was developed. What was Maligawatha before? Whoever assassinated him did a serious criminal act. RP never wanted or attempted to create a new party for himself. That’s RPs courage.

You were educated at the London School of Economics (LSE), and a few have the honour of being a student of the LSE. Even if some people are educated with intelligence, they seem to forget the rest of the masses and become selfish and self-oriented with avidity for power and wealth. This is exactly what ensues in SL. You have been an honest politician to have visited the Vedda and had a discussion with them. It was prodigious of you Mr Premadasa.

Political Parties

Total population in SL is 21,618,152. Approximately 20-22 political party contests. What difference in vision and ideology can they achieve with the 22 parties? Can the 22+ political parties have 22+ ideologies? The political system in SL is a mess with mushroom parties created by people with no vision and education. E.g., Vasudeva Nanayakkara, a lawyer educated at Richmond College, had been sitting on four parties with no vision. Currently sitting on the Democratic Front. Does he understand what Democracy means? He is a waste to the democratic system. There are so many men who call them politicians who do not understand the meaning of political science, however, want to be part of the governance. There are over 90 people who have not received their GCE (O) level. Is this not a restraint? We have 225 politicians in parliament, and most of them may not understand what a London School of Economics return is trying to articulate.

Tamils have mushroom parties and have named the parties with the words: Revolutionary, Democratic, Tamil Eelam, United Front, People Liberation etc. What revolution are they trying to pioneer and what liberation are they aiming for? Sri Lanka was liberated on the 4th of February 1948. Si Lankans have been liberated already. What we need is a technological, agricultural, and economic revolution for economic sustainability. A structural transformation:

Quote: Structural transformation is defined as the transition of an economy from low productivity and labour-intensive economic activities to higher productivity and skill-intensive activities.

Politicians shall focus on structural transformation and socio-economic-technological advancement.

NOT FILL THEIR POCKET THROUGH BRIBERY & CORRUPTION LIKE THE RAJAPAKSAS.

What makes politicians form parties and sometimes merge with new names? Did all these years’ new parties give positive economic growth? An example is a newly formed party by Basil Rajapaksa SLPP. After Mahinda Rajapaksa and Basil came into the political picture, the Sri Lankan economy commenced to decline and in 2021 the foreign asset went down to Zero. SL Reserve Bank has been selling international bonds. How do they propose to settle the Bonds when they mature? Will they settle them with local fixed assets (collaterals)?

A political party needs to focus on its vision/goal and make the country grow. They shall not be selfish, and self-oriented to build their own assets. Our Tamil SriLankan politicians are a waste to the entire political system.

SLPP

Basil Rajapaksa is a thief demanding 20% of investment from Diasporas. He floated the SLPP with Rajapaksas and their culprit supporters. SLPP drove the country to beg from foreign countries. SLPP emptied the Sri Lankan treasury. Most of the politicians have their investments overseas with their Benami. They are Okay, however, are they interested in the people whom they govern. Can Mahinda Rajapaksa and his brothers transfer a few Billion dollars to the treasury to help the people? They now want the Rajapaksa back to govern to swindle some more into their coffer.

Namal: Namal is just a boy with lack of intelligence. How can he govern as a president? He is a boy who: නාමල්ට පිස්‌සු කිරීමට ලිංගය සිදුරු කිරීමට සිදුවේ

These are all greediness of the Mahinda neural system.

Ranil Wickremasinghe

President RW is endeavouring to make the country grow its economy. How many countries can RW go to and beg? The politicians shall give their support and give their proposals or ideas to the president rather than squabbling. People also shall understand and appreciate the value of the hard intelligent work of the president. Of course, the president and the state machinery shall not go against the democratic ethics, morals and rights and prerogatives that allow people to protest government harassment. People shall have the intelligence to assess what is right and wrong. The seven principles of Leonardo Da Vinci:

Quote: https://medium.com/curious/how-to-be-more-productive-by-using-da-vincis-7-principles-e38699a2337a

·        Curiosity: relentless curiosity and a willingness to learn new things.

·        Demonstration: being ready to test knowledge through experience and accepting failure.

·        Sensation: the consistent refinement of the senses.

·        Sfumato: “going up in smoke” — accepting ambiguity, uncertainty, and contradictions.

·        Arte/Scienza: balancing science and art.

·        Corporality: the cultivation of fitness and grace.

·        Connessione: understanding the interconnection of things — systems thinking.

Creativity, Innovation, and self-motivation will drive people to succeed in what they perceive. Humans perceive different effects about the same state, as perceptions vary from person to person. People assign different meanings to what they perceive which ends up in conflicts.

“Knowledge is power”

Root Cause of the problems

If the majority has a weakness in racial issues, with a superiority complex, there will be a conundrum in that country. The majority shall not endeavour to racially intimidate the minorities, except to live in cohesion. Sri Lanka is a typical example of racial intimidation from the perspective of language, religion, and region. The Sri Lankan majority is not interested OR does not understand economic principles and productivity.

What are the duties of a High Commissioner or Ambassador for SL in other countries? They are supposed to promote export from SL to their domicile country. Do they?

Structural Transformation, Tax Systems and Microenterprises.

AN excerpt of my writing to Harvard University in the USA.

[Fiscal Stability:  The government must adjust its spending levels and tax rates to influence the nation’s economy. The Central Bank influences its nation’s money supply in its monetary policy. To direct the country’s economic goals, the two policies are used in different combinations

First Step: Let us consider the tax system in Sri Lanka.

The major shortfall in the economic framework of Sri Lanka is tax revenue. I would like to refer to the informal system in the North. Except for the government, corporations, and large registered company workers, likely, at least 90% of the breadwinners (informal) do not pay tax. However, they are engaged in full-time work generating income to meet purchasing movable and immovable assets. The owners of such enterprises can be classified under microenterprises as informal.

I like to give a few examples.

Masons who claim they are builders in the North, start with low capital and a few workers in their team. The so-called team may not have a business name but operate with its leader’s name. There are a significant number of such building teams. They do not take liability for what they build and complete, have no insurance, and further none of the workers of the business pay tax.

1.      Farmers growing vegetables, paddy, etc. No tax is paid to the government on the yield or any profit.

2.      Fishermen do not declare what they catch, sell, and collect as revenue. No tax is paid.

3.      Small-scalable tea boutiques, and shops, operate with maybe, two tax receipts books. One for the tax department and, the other, for the actual.

4.      The major portion of individual (microenterprise) revenue is generated from smuggling. The smugglers also employ a few people in their team. They are the richest in the North.
